The Ministry of Economic Development of the Russian Federation has developed a concept for the development of charity in Russia, which provides for the expansion of tax incentives and the simplification of legal regulation of the activities of specialized organizations.
According to this "Concept of improving the sphere of philanthropy in Russia until 2025 and the plan of measures for its implementation for 2019-2020," Russian donors and charitable organizations will receive new tax incentives.
The purpose of this Concept is to overcome public mistrust in charitable activities, the creation of tax breaks for philanthropists and charitable organizations, and the "transformation of charity into the lifestyle of the majority".
In July 2019, the Ministry of Economic Development of the Russian Federation is planning to submit to the State Duma a bill expanding tax incentives for donors.
